CISA ICS Advisory: OpenPLC Runtime v3
Here’s what this advisory affects, and what to do about it.
Successful exploitation of this vulnerability could allow an attacker to hijack session cookies and issue state-changing requests as an operator which would allow the attacker to control the programmable logic controller and the physical processes it drives.
On September 22, 2026, the Cybersecurity and Infrastructure Security Agency (CISA) released an ICS advisory detailing a vulnerability in OpenPLC Runtime v3.
Session Cookie Hijacking Leading to PLC Control
The advisory states that successful exploitation of the vulnerability could allow an attacker to hijack session cookies and issue state-changing requests as an operator. This would enable the attacker to control the programmable logic controller (PLC) and the physical processes it drives. The advisory does not state whether the vulnerability has been exploited in the wild.

What to Do
- Determine whether any instances of OpenPLC Runtime v3 are running in your operational technology environment.
- Apply the update or mitigation recommended by the OpenPLC project as soon as it becomes available.
- Review and, where possible, restrict network access to OpenPLC Runtime instances so they are not directly reachable from untrusted networks.
- Monitor the vendor’s official repository and CISA’s Known Exploited Vulnerabilities catalog for further updates on this advisory.
- Ensure that session management and authentication controls follow vendor hardening guidance for industrial control systems.
Organisations responsible for industrial control systems and critical infrastructure should treat this class of vulnerability with priority given the potential for physical process manipulation.

These listings are live, public, and legal to remove — and removing them is what we do.
Found in breach recordsverifiedreported — unverified
Each record is labeled: confirmed breach data, or an attacker’s claim no one has verified.
Leaked data cannot be deleted from the internet — anyone claiming otherwise is lying. Broker listings can be removed. We do the second, and show you exactly what to fix from the first.
